Treasurer’s report read and accepted as follows:

 Our balances include monies that have been collected as advance payments by homeowners through June 30, 2011.

Our US Bank Money Market Restricted Reserve Fund has $ 111,566.68 as of June 30, 2011.

The ending balance of Clearmeadows Community Association operations checking account with US Bank was $ 65,979.53 as of June 30, 2011. The following activity was presented against the account:

Homeowner Forum:
Two homeowners appeared to discuss their request for ARC approvals.
A new homeowner attended asking for CCR;s and guidelines.

Budget for 2012 was explained by Treasurer line by line, Board questioned entries, and the Board moved and voted to accept the budget as presented.  Budget will be provided to homeowners in the Annual Meeting packet.

Delinquent accounts: reviewed

Collections Report: Columbia provided a report and TMG will resume sending overdue accounts to them per Collection Resolution.

Reserve study: an updated report has been requested, paid for, and paperwork provided by Board. No increase in required Reserve Account is anticipated.  The study will be available at the annual meeting.  The current study is on the TMG WEB site.

Proposed budget : Budget was presented, discussed, approved by the board and will be part of the Annual Meeting notice.

Vacancies on the Board: 5th position vacant.

Old business:

Repairs have been made to the vertical board and several other lower horizontal boards which have fallen off due to rotted backing boards in homeowner’s yards. A board member has primed the boards and will paint the new boards as time and weather permits.

Delayed to next meeting; Homeowner asks for review of policy on the park fence relating to association obligation, rights, easements for maintaining and replacing.  Also clarification or changes in policy regarding CCR’s and resolutions on conformity in view of concerns about security for backyards due to night illegal use of the park and property values if non-conforming. Board will discuss in future meeting.

New business:

Guidelines are to be revised and will note decision made that all homeowners will get information in the annual meeting correspondence that perimeter fence homeowners are responsible for maintaining their side of the fence, especially the lower horizontal board which in many yards has rotten away due to dirt and debris resting against it.  This means the repairs cannot be made to the outside of the fence as there is no solid backing for attaching lower board.  Also rocks, vegetation against and under the fence or growing through it damages it and in some cases has caused bowing fence boards and nails to pop out. Also that homeowners are responsible to prevent debris from migrating from their yards onto the public sidewalk on the other side of their section of the perimeter fence.  The Board reasoning is that the entire community should not pay to repair damage caused by the few who are on the community fence.  Also, repair people do not go into the homeowners’ yards and thus inside repairs must be made by homeowner damaging the fence and shortening its life.

Friendly reminders to fix any of the above issues will be sent as problems are noted by TMG, and homeowners.

Board reviewed and resolutions and architectural guidelines. Any with changes will be sent with annual meeting notice and will be posted on the WEB sites. All resolutions will be posted on the WEB sites.

Board reviewed Attorney opinion of application of hardship approvals and denials.  It will be posted on the WEB sites.

There are six non-compliance tours made each year.  Homeowners can help their community meet standards and keep up home values by sending in notices of non-compliance through the web site at Clearmeadows.org.  TMG or a Board member will verify the accuracy of the non-compliance and from their report friendly reminder is sent as the first step.

The contract with TMG provides 250 free letters a year.  The non-compliance issues will cause the Association to exceed that number and be a cost to the budget to gain compliance on neighborhood standards.

Decisions recorded and action items will be sent to TMG regarding homeowners requests regarding overdue fees with reduction or payment plan, hardship requests denied until further documentation is received,  accounts to be turned over for next step in collection process.

To sign up for e-mail notice of interest, homeowners can register at the Clearmeadows Community website at www.TMGassociation.com or send an email to Lynda at lynda.dulong@tmgnorthwest.com so she can add their email address to their account.  TMG’s accounting system and website update each other, so if they have homeowner’s email address, they will get e-blasts whether they registered on the website or not.  But, if they sign up on the website, they can then view their account information, and all the information about the Association that is posted there. The website walks a person through registration, or if they run into difficulty, they can call TMG at 360-891-8060 for assistance.
Next meeting:  is the annual meeting which is scheduled for Thursday, September 22, 2011.  No August meeting is planned at this time.
