Our balances include monies that have been collected as advance payments by homeowners through February 28, 2011.

Our US Bank Money Market Restricted Reserve Fund has $ 95,676.41 as of February 28, 2011.

The ending balance of Clearmeadows Community Association operations checking account with US Bank was $ 57,424.12 as of February 28, 2011. The following activity was presented against the account:

Collections Report:   Action item - Accounts to be held until the board gets a report on progress from the current collection agency as to actions taken on accounts turned over previously.

Vacancies on the Board: 

Gary Moore has volunteered to fill the 4th board position, term to run to the end of 2011.  WELCOME, Gary.

The 5th position is still vacant.

New business

Action Item-Order update of reserve study and make a request for basis of the recommendations made in the 2010 study.  Check on if reserve study vendor would return for another Q&A at a meeting.

Action Item - TMG will be asked for basis of expenditures of $507.64 #1108 as no recent mailing or many violations have been mailed.

Homeowner Open Forum: The business meeting was abbreviated in order to provide more time for homeowners afterwards as there wasn’t as much time as they wanted last meeting.  Requested was general as usual and specifically input from homeowners regarding their opinions previously expressed with documentation of source names and phone numbers or copies of documentation. Then the Board could review and  provide to reserve study vendor and to Association’s attorney for advice on how a judge would likely rule in the event of a court case between homeowner and Association regarding who is responsible for common areas listed in the reserve study, such as in part but not limited to perimeter and park fences, small park, landscaped perimeters and islands, trees, and sidewalks on the perimeter streets of 20th and 176th and ingress and egress streets where there is a fence off both streets, irrigation, etc.

Two homeowners discussed the subject, one feeling the Clearmeadows Community Association was never intended to manage so many areas of common responsibility. 

Another provided an 11-page written opinion from personal research and meeting with homeowner’s attorney but without the documentation requested for the meeting.  Part of the memo indicates the opinion that there are no common areas of community responsibility and there should be conversation with a view to abolishing Clearmeadows Community Association altogether.  In that event, it was suggested, homeowners would be responsible for maintaining areas of common use and retain property values. Enforcement expected by city departments. Other homeowners voiced their differing opinions that without Clearmeadows Community Association maintenance and The Management Group’s oversight, the community would deteriorate to the level of some surrounding neighborhoods; some with Associations not upheld some with none. 

 The board accepts and appreciates input.  Historically, there have been some important and valid points made by homeowners and board members resulting in positive changes.

Next Meeting:  Since the request for time at the fire station cannot be made until AFTER a meeting, it is not possible to have a set schedule for the meetings.  The meeting schedule has been changed to attempt to be held on first Wednesdays to give Board members more time to read the management report provided by TMG in preparation for meetings.  Wednesday as the first choice is rarely available but Thursday generally is available. 

E-notice:  TMG has reported that about 175 homeowners have signed up for e-mail notices.

To sign up homeowners can register at the Clearmeadows Community website at www.TMGassociation.com or send an email to Rosemary at rosemary.tucker@tmgnorthwest.com so she can add their email address to their account.  TMG’s accounting system and website update each other, so if they have homeowner’s email address, they will get e-blasts whether they registered on the website or not.  But, if they sign up on the website, they can then view their account information, and all the information about the Association that is posted there. The website walks a person through registration, or if they run into difficulty, they can call TMG at 360 891 8060 for assistance.

We appreciate the volunteer who puts out and picks up the big signs in all kinds of NW weather.
